Currently we know that Migration 13 causes issues with some versions of MariaDB.

Would like to pull known working/failing versions together so we can

Fix the problem or
Recommend people use a good version

alternatively there might be a configuration option that needs to be set.

also ran into this exact issue with mysql 5.7 on ubuntu lts 18. Was able to work around it by upgrading to ubuntu 22 lts and mysql 8.
