Cloud Setup submenu too long

We currently use pagination for the index list of all things under Cloud Setup but not for the submenu items. This list can grow as long as it needs making the navigational menu somewhat unusable. We should probably just keep the badges and remove the submenu listings all together in favor of the index list which performs the same function just better.
