new time.Date(dateString [, timezone ]) does not consider Time Portion #108

if i pass ISOString with date and time then new object is created with only date portion, and time portion is being ignored.

nextCheckin = new tz.Date('2017-09-30T11:00:00.000Z','America/New_York');

then new object is created with Fri Sep 29 2017 21:30:00 GMT-0400 (EDT)

am i missing something or issue is there?
