Since the only conceptual distinction (at the moment) between utilities and garnishes is the fact that garnishes are more aesthetically concerned, I'm thinking that the same rationale for defining utility rules with !important should also stand for garnishes.

Unfortunately, a few of the garnish modules didn't start out that way 😄.
