Currently OpenAthena only takes in GeoTIFF files for elevation models, while most military data and applications use the alternative DTED format.

The vertical datum is EGM 96, which is the same as we currently take for GeoTIFF and that makes things easy.

Only DTED level 2 or level 3 (.dt2, .dt3) should be accepted, DTED level 0 and 1 should be rejected because they do not have sufficient horizontal resolution
