Rich argparse help formatter

Hello, I implemented a proof of concept rich formatter for argparse help output here https://github.com/hamdanal/rich-argparse.
The output looks pretty decent but I have not done enough tests. Subparsers and complex argument group features are not yet tested.

Try it out (with no guarantees) and let me know if you find bugs.

I added support for subparsers https://github.com/hamdanal/rich-argparse#argparses-subparsers.
I also added a RegexHighlighter so that the user can control text highlights https://github.com/hamdanal/rich-argparse#special-text-highlighting

The module is now on PyPI and installable with pip install rich-argparse
