Character encoding issues in First Name / Last Name / Full Name

Describe the bug
We use Shibboleth login, and character encoding appears incorrect for First Name (assuming Last Name too but I don't have an example). This displays poorly in Item View (admin side), Student Submission view, and also when using FIRST_NAME, LAST_NAME, and FULL_NAME in Email Templates > Properties.

I've confirmed that Shibboleth is sending the correct encoding for the example in the screenshot.

Expected behavior
Correct character encoding for FIRST_NAME, LAST_NAME, and FULL_NAME

This is only happening with user names. Names added in submission fields are displaying special characters correctly.
