【背景】
一些公共框架团队为业务提供给了流水线模版和创建流水线的功能，权限代持人是工具的同事，有变更时希望能通过接口重置
暂无法支持公共账号代持，会影响到如构建集资源使用、代码库关联的插件功能等场景

【需求】
提供重置流水线授权的api

入参：

项目ID
流水线ID
新的授权人

返回：

是否重置成功
不成功返回原因：如授权人无效，授权人没有流水线执行权限等
