代码库开启PAC时，如果已经存在相同的流水线组名称，然后开启PAC，会导致代码库PAC一直是同步中

修复yaml转换时,checkout配置的是URL方式拉取,url使用的变量,会导致checkout拉取类型由URL变成SELF
