能在类似这里添加，引导用户使用资源视图

同样网络、配置等都添加下引导；或者有没有其它公共的地方引导

【现状】
集群管理 & 资源视图，在功能上高度重合，但仍有部分功能区别

【规划】
补齐资源视图功能，下掉集群管理重复功能的入口

是考虑暂时引导，还是待功能补齐后完全切换？
