准备工作

bcs cc的相关功能, 整理现阶段调用方，协商调用方的时间
梳理同步数据脚本功能，包含迁移到cluster manager(项目、集群(master)、节点、集群快照)和saas(zk和region信息)功能
迁移脚本(内外部使用)，zk放到saas侧
处理bcs saas相关逻辑
下掉bcs cc(这个可能需要观察一段时间)

最终确认，后台会有用到region相关，regin相关信息，放置到cm模板中
