Marked as a bug with lowest severity on sassafras, there is no extra comments on the issue. I haven't been able to replicate:
If the database is wiped without stopping the bot explicitly, the bot does not get killed. So, any report emitted in the future will be heard by all unkilled bots, and duplicate reports will be generated.
Possible fix: add a trigger in the database which will make bot-master kill the corresponding bot when a source is removed from the DB.
