Need help try to down grade game version for debug FFXV but file missing How to fine protobuf-netCore.dll and what program can use it

In this turtorial [https://www.youtube.com/watch?v=UiKereM_-I0&t=408s] turtorial video tell me to use Depot downloaderin this website. l have a problem can't fin file call protobuf-netCore.dll on my device.

I follow video step that neet to open protobuf-netCore.dll in comanpromt but I can't.

So I try open commandpromt on depotDownloader instead the result is down there

This what happen when I use Window powers shell

I search in internet and file similar type of file but can't open it I already install.net SDK file but it not working
