Publish filtering should only apply to Stationeers.Addons mods.

If you upload non-Stationeers.Addons mods while Stationeers.Addons is active, files might get filtered that shouldn't get filtered.

I suggest to include a file in the modfolder to indicate it is a Stationeers.Addons mod and that the logic should be applied. could also extend this for code compilation.
