Add Specification of Requirements for Alpha, Beta, and GA of New Projects

Add documentation/specification of the guidelines for when projects should be considered in the alpha, beta, and GA state. This can include general statements of amount of automated testing setup, as well as things like "should have CI setup", "should have contributor documentation", and the like.
