Hello -- we have found that some apps are not able to install with either User or Machine scope but do install if you leave the Scope argument out. Some examples --- Box Drive(box.box), or Asana(asana.asana)
Since the Scope argument is required in the gui, it won't generate the package scripts/intune successfully. If the scope option was optional it may work successfully.

Thanks for informing.
I already have plans to add a switch for this on the import script "-IgnoreMissingScope"
If a scope is not found it will simply continue. Just keep in mind that scope is still needed to set as you set a scope/context also in InTune. I may add this as a project here to visualize that it is in the plans.
Whenever I get a chance I will add this, but initially I found out that it required some comprehensive re-writing of the script,
