Consolidate New Portal Module Code to making adding new modules easier

Overview

Ideally we are able to pull all the portal_modules code into a signle file, do all the setting of flags and setting of docker files so that when we need to add a new one we just have to update that signle file and the variables file. Right now it is too spread out that it is easy to miss serveral steps which happened with the pinner module
