Currently, all worker nodes

calculate the list of tests to push, then
check to see if that list has already been pushed to master, and if not,
try to push it.

We can shave off some test time if a worker first

checked to see if the list of tests has already been pushed. And if not,
calculate the list of tests to push, ...
