Windows issue with dll ortools (windows this time)

Unable to load DLL 'google-ortools-native' or one of its dependencies. (and a bunch of other info I can retybe here if you'd like)

I see there's a similar issue reported w/a mac install that says the solution is to install ortools. The ortools site asks which language I want to install it for, and I don't know. Is there a reason not to include the .dll with your windows distribution? Ortools also wants me to have visual studio installed already.

Also I see the .dll included in the folder with YAFC. So I'm not sure why its complaining.

Courtesy of @DaleStan, we know that this particular error likely means that Yafc wants to have VC redist installed.
