nids | all.rules - Resetting to default after reboot

I commented out all of the rules in /opt/so/rules/nids/"all.rules". However, when I reboot the file goes back to its default state (what didn't have a comment [that I then added pre-reboot] no longer does).

Basically I can't keep the rules commented out and I've looked in the documentation but I'm unable to find what the ruleset is pulling from locally (as my install is using Airgap). I also searched the conversations on here and the closest issue/resolution post I could find was "Frustrated with BPF and NIDS Rules #1931" but I wasn't able to fix my problem with info from that either. Maybe I'm overlooking something but any help would be appreciated.

I fixed this problem by changing /opt/so/rules/all.rules | line 13 | enabled: false
