"we should put W, E, N, S, NNE, NNS, etc labels on the right side of the wind direction plots, and change the left side ticks to be 0,45,90,...,360"

Reported by @mdunphy on 4Jul17 team meeting whiteboard.

Function: SalishSeaNowcast.nowcast.figures.figures.SandHeads_winds

(but that function needs to be refactored into a new SalishSeaNowcast.nowcast.figures.publish.sandheads_winds module)
