re: pandas-dev/pandas#49279 issue

Code to which this applies is presently in nowcast/daily_river_flows.py in PR #150.

In contrast to the issue report that on_bad_lines is not respected, my testing shows that the lines with extra fields are processed as specified, and the warning is raised superfluously.
