Brent and I discussed this in the voice chat. It came up because of the guidelines and conventions for contributors that we were working on. One of the arguments to not have a util folder and move files in there to the lib folder was, that utility functions and files quickly tend to gather all sorts of functions that do the same thing just slightly differently and that such functions should only be created when there's nothing like it but also put into a script file, that matches its purpose.

This goes a bit further than just moving the files and will be subject to future refactoring.
