Make sure Sedani Nuc and Bigoli Nuc can upload firmware to respective microcontrollers

Sedani was having trouble uploading to the pro-micro. Look into the problem and get any necessary libraries to have it work.
Nuc has not been tested to see if it can upload firmware to the mbed, so just test it and fix as needed.

Probably while you are at it make the Macaroni backup Nuc be able to upload to the microntrollers, and maybe even make the sedani nuc and the bigoli nuc be able to upload firmware to the other car's microcontroller just in case we need to switch them up in the future.

Sedani's problem was a modemmanager problem where we needed to use Arduino.rules to our rules list to fix it. Let's make sure that gets added when we add our roboracing.rules and do it for both cars.
