It seems that #682 can't be completed because rails never released a v6 of @rails/webpacker, so this issue is to skip that altogether and attempt to upgrade rails to v7. In theory, after rails in on v7, we won't need webpacker anymore and can remove it, and upgrade webpack to v5 so that we can finally upgrade node to > 16
