[BUG] RLMixins needs FermiumBooter/FermiumASM

Describe the bug

Fermium booter is a required dependency of RLMixins.
It does not exist in the modpack thus RLMixins not being used essentially.
CleanroomMC/Cleanroom#173 (comment)

To Reproduce

Try this with CleanroomMC and youll see the error regarding fermium not being found for RLMixins

Expected behavior

RLMixins error handling to be a bit better and not cause issues
Also to have the correct dependencies
