Update notebook formatting to be uniform

This is specifically in regards to the Summary section at the beginning. Having a table of contents with hyperlinks can make it easier to navigate each individual notebook.

Example: A notebook has the following section

## This is a Notebook Section

To create a hyperlink, you can add the following markdown

## Summary
- [Notebook section](#This-is-a-Notebook-Section)

Just make sure you match the capitalization and spelling of the section title.
