patching protobuf sources

Hello Team,
There is a known problem with protobuf, that fails to link in some configuration. Patch is available for many months
protocolbuffers/protobuf#11032 but does not seem to be merged soon.

I know it is being solved like eg. in EasyBuild: easybuilders/easybuild-easyconfigs#16937)
but it would be much more convenience to have it applied upstream. Would you consider adding that patch to your copy of protobuf?

@mikejiang @jwokaty @nturaga what do you think about that?
