The libraries include here could be "runtime" for "future PND" system as well?
Everything that is included in runtime is safe to dynamically link against without including library in PND, and everything else either included or statically linked. Of course makepnd would throw warnings on including library that exists in runtime.

We can also provide this runtime on different distro for supporting PND without including everything from OS.

This way, no need to include everything in PND, no need to create installable depencies, the PND would work as it does right now, but instead having well defined standards.
