Upgrade Bing Maps API to v8 #457

DistrictBuilder is using v6.2 of the Bing Maps API, which was recently shut down on August 23rd.

Until this change is made, the following basemaps won't work:

bing-road
bing-aerial
bing-hybrid

One of the following alternatives will need to be used instead:

osm-road
arc-road
google-road
google-aerial
google-hybrid
