Not sure this is capturing what we want to test for. e.g n_distinct applications. This is just doing counts on applications but a person could have multiple applications

Episode file tests are not matching extract tests. I think the ep file tests for HL1 are wrong. For example Ab city have no HL1 data for 2021, however in the ep file tests it shows 53. I did a check on the 2021 episode file but there is no HL1 data for Ab city.

episode file tests are capturning hbtreatcode and hscp2018 but the extract tests are capturing hl1_sending_lca and this is why we have differences
