The current code to include 'all' the LTCs is commented out:

# congen = sum(congen),

Not sure why this decision was taken, although some possible explanations:

Including 'digestive' might dwarf the other conditions and skew the counts as it is both common and likely co-morbid with other conditions.
The other conditions might be excluded due to very small numbers. This needs verifying/quantifying: are all/most Localities small numbers for most/all these conditions?

David Readhead is scoping out LTC definitions specifically digestive. Might influence what we include.
