Create check for KPI 3.2 HB of surgery: HB of surgery should be one of seven HBs

There are 7 HBs that have vascular surgeons. Where non-vascular surgeon HBs are listed, there needs to be an alert and record should be investigated with HB. Potentially, this should sit in the quarterly extract checking process.

          I think we will actually need to add something in, either here or in the quarterly extracts check, to ask them to review this field. Let's discuss next year.
