Fossil currently uses custom file paths for configurations and caching, this should instead be changed to follow the XDG directory specification. Despite a breaking change, this would be for the best as the current paths are both unconventional and hard to work with (sudo interference). Similar changes would be made for the file paths for Windows builds.
