Here is the RFC for the geolocation database proposal.

@emanuelalvaradog Congratulations for the good job with the RFC the diagram of the structure of the DB is pretty good and self-explanatory I have a couple of questions here.

1. What are the benefits of having the country, state, cities separated normalized?
2. Did we consider other databases options? if does which options and why these options don't fill the requirements for our business case?
3. Which indexes are we going to create?
4. How are we going to perform searches by quadrant? does our current model support it?
