Clean up Discord channels

Discord needs the following updates:

• Update #helpful-links
• Rewrite #start-here, to include links to the documentation, remove definitions and default on documentation as source.
• Archive #faq
• Archive #core-dev-testnet
• Archive #art-and-design
• Archive #economics
• Archive #operations-and-governance
• Archive #whitepaper-makers

My initial thoughts:

First off the discord is messy AF so, if we can clean/delete unnecessary channels i'm all for it.
Maybe we can stream both twitter & forum into one channel (or delete them all together) - The twitter channel is more of a "we're active thing" whilst, the forum channel is sorta like "you've got mail"(then again, discourse also does notify by email)

Ideal Scenario

Channels:

• [ `#HOME' ] : (Discord Highlights Channel that creates a feed based on user-roles)
• [ `#FORUM' ] : (In-Discord Forum forum discussions or highlights regarding non-technincal shit
• [ `#Start Here & Links' ] - Consolidate
• [ `FAQ' ] : Really?
• [ `#Tickets' ] : If you need specific support, open a ticket (might be overkill but a in the future this might be really helpful)
• [ `#Programs' ] : we need a Grants channel or somewhere where people can talk about possible opportunities, having everything running within the General section does wonders for my ADD.
• [ `#i18n' ] : ||translations Non english speakers

IMO, we've got too many technical channels, (while also having protocol & product... why?)
Consolidate into a DiscordForum Channel(seems neater)
