Thank you for this report. My apologies on the delayed response.
I do not work on this data and I don't think we have anyone directly editing it at present.
I have brought it to my colleagues' attention in other discussions.
I am wondering if part of the problem is that Perseus generally resolves proper nouns to lower case lemmata. In looking at these forms in morpheus, it appears that the database tables use only the lower case forms, as here: http://www.perseus.tufts.edu/hopper/morph?l=ἴλιος&la=greek
This would account for the frequency of the practice in the first part of your report.
