Regarding the python function check_refsDecl, I think we should look for those requirements :

Checking there is a refsDecl
Checking refsDecl has a @n attribute with CTS
Checking it has at least one cRefPattern
Checking cRefPattern has a @n attribute
Checking cRefPatter has a ./p (Optional ?)
"Dream Feature" Checking the xpath given in cRefPattern returns > 1 result.
cRefPattern contains the prefix required for the namespace of the document.
