These correspondence-based elements ccur twice in The Political Works of James I and quite often in Holinshed. There is no prerferred work-around that I have discovered.

As a work-around, I've replaced <closer> with <ab type='closer'> and the inline elements with <seg type='salute'> and <seg type='signed'>

Yes, type="closer" with a new <p> or other text container as warranted is generally the best we can do.
