Description

Testing the parallel docker build @robkooper suggested in #3083 (comment) -- pushes welcome from anyone who wants to experiment.

Closing this-- the approach still seems like it has potential, but I don't think any of us have bandwidth for it at the moment. If you're reading this and want to experiment more, please do!
