If you use a black background, white text. If you use a light gray background, black text. There is more contrast between the two colors and the text will stick out a lot more.
You can use something like this (https://webaim.org/resources/contrastchecker/) to determine the contrast ratio between a bg color and text color. A lower contrast ratio can be harder to read, versus something that has a higher ratio.
There are a bunch of other tools out there as well.
Light blue is a bit hard to read on a gray background, especially on some areas where it is a lighter or darker gray.
