An option should be available via the TUI to allow a user to setup a local TTS server.
This will leverage the https://github.com/OpenVoiceOS/ovos-docker-tts repository for the container part but should be also available as Python virtualenv.

maybe consider also providing default plugin configs to offer, eg, different default voices per language. perhaps for the Doom milestone
and i suppose an option to run this on device instead of using the servers should also be offered
