When numbers are small, percentage differences can be quite large. E.g. if there were 4 cancer deaths in Ward 1 and 2 in Ward 2, the difference is 100%. This might imply that a radioactive substance was buried in someone's backyard.
Might be worth considering adding a warning saying that you should be careful making inferences based on small numbers.
