Like the timer used in NyaaBank, which should persist over server reboot or failure.
EventListener or database may be required.

If you guys have any suggestions, please comment here.
Especially on the APIs and on how it should be implemented,
also existing facilities in Java/Spigot which we can use.
Some plugins may depends on this:
