Unable to locate any catalogs on Windows idea

I used idea to run the project, I have changed my config location like this(picture one), and put the sample into the dictionary which I created(picture two), when the idea started running, it printed "Loading catalog F:\metacat\config\mysql-56-db.properties"(picture three), but when I use swagger to execute the method, it still threw the exception "Unable to locate any catalogs"(picture four), how can I do?
