Step1:

Created a plugin system that defines a matmul plugin interface
- By default, this uses a simple heuristic
- Calls the real matmul heuristic if an ENV flag is set
- This is going through code review for PR Matmul heuristic plugin interface #2049

Step2:

Integrate the Matmul Plugin usage into the CI with the real heuristic
