Refactor AppData import/export

This is in progress, awaiting implementation of a maintenance mode before release.
New approach streams table data directly, rather than creating a specialized appdata object that needs to be updated to accommodate new features.

Options under consideration:

• Exclude review_history
• Exclude STIGs
• Exclude static data
