Fix github actions compilations

• Puts PRAS in a submodule
• Fixes dependencies by adding them from PRAS
• Adds compat entries

The test failure is a real error. I was unable to load the rts gmlc with some of the parser changes. I suggest we delete the power systems table data parsing overrides. This should also remove a truly excessive number of precompilation failures and method invalidations.
