Sienna\Dyn tutorial: Start to finish transient stability

Repurpose SIIPexamples for a cross package transient stability tutorial in the Tutorials section of SiennaDocs, including:
- load packages
- assemble data with PSY and PSCB
- analyze with PSID
- analyze result (PA and/or PowerGraphics?)
- include any other key packages

Add a link (e.g., "See an example") from the Transient Stability rectangle on the Sienna homepage
