When reducing buses, add a check that avoids situations where the reduced buses get moved from one area to the next.

E.g.,

(b1, A1) -> (b2, A1) -> (b2,A2) results in ((b1, b2, b3), A2)

@rodrigomha we need to check this doesn't happen in the EasterInterconnection.jl dataset
